In any organization, planning competence is required in setting goals, developing strategies and outlining tax schedules to facilitate accomplishment of such goals. Planning is the process of organizing the activities required to achieve a desired goal. It is basically concerned with the organization of men, money and materials (3M), which are one of the major functions of the top management, for without effective planning, a waste of time and resources is possible. It is also necessary to note therefore, that information is the key to planning and the need for adequate and timely information cannot be over emphasized. One of the major philosophies of education in Nigeria is based on the integration of the individual into a sound and effective citizen, this and most of the national educational aims and objectives can only be achieved through a properly planned vocational and technical education. Planning of vocational and technical education is basically to enhance human dignity and enthrone work and labor by making individuals acquire and develop enough saleable and employable skills, competencies, attitudes as well as knowledge to enable them gain and maintain basic employment or self-reliance for a comfortable living. The Nigerian dream of building a truly egalitarian society can only be achieved through the effective use of vocational and technical education because it offers life-long education to all types of learners and enable them realize and develop their self-potentials maximally. In planning vocational and technical education, we decide in advance, what to be done, when, where, how and by whom it is to be done. It also entails working out before hand, how to achieve or accomplish the objectives of vocational and technical education, stated in the National policy on education (2004). Which includes:- 1. Providing trained manpower in applied sciences, technology and business. 2. Providing the technical knowledge and vocational skills necessary for agricultural, commercial and economic development. 3. Giving training and imparting necessary skills to individual who shall be self reliant economically. 4. Providing maximum options for learners to advance or branch out into gainful employment. 5. Making education concrete and understandable while general education should point out the vocational implication of all educational experiences. 6. Providing pre-vocational orientation to students into the world of work. 7. Developing attitudes, basic educative skills and habits appropriate for work. 8. Satisfying the demands of the society that is technology-oriented and the needs of man for liberalizing experience in his educational growth and similar undertakings. 9. Providing professionals who can apply scientific knowledge to the improvement and solution of environmental problems for the use and convenience of man. 10. To give an introduction to professional studies in other technological field. 11. Enabling our young men and women to have intelligent understanding of the increasing complexity of technology. And in pursuance of these set goals and objectives of vocational and technical education, the main features of the curricular shall be structured in both theory and practical learning experiences. Small business management For effective participation of students in practical work, the teacher-student ratio shall be kept at 1:20, and trainees completing vocational and technical education programmes shall have this three options and more:- a. Pursue further education Without finance, the above objectives cannot be achieve, hence fiscal planning is the life wire of vocational and technical education Fiscal planning of vocational and technical education It refers to the most appropriate way to access finances (money) and determine the best course of action to take (budgeting) for future benefits. Fiscal planning of vocational and technical education means deciding in advance, how funds will be sourced and allocated to each of the areas in vocational and technical education. This is a major function of the government, budget committee on education and educational administrators. It goes further to answers such questions such as:- 1. What are the sources of funding VTE? 2. How much fund is available? 3. Which areas should fund be allocated? 4. Why will such funds be allocated? What are the sources of funding VTE? VTE just like general education have specific sources of funding which include:- 1. Government allocation 2. Internally generated revenue (IGR) 3. Education trust/tax fund. 4. International aid from world bank and developed countries 5. Non-governmental agencies (NGO) and more. How much fund is available? While the allocation to education tops those of other sectors in Nigeria’s 2013 budget proposal presented to the joint session of the National Assembly on the 10th of October 2012 by President Jonathan, the amount is still far below the standard set by the United Nations Educational, Scientific and Cultural Organization (UNESCO). The proposed allocation of N426 billion to the sector takes only 8. 7percent of the proposed total national budget of N4. 9 trillion, whereas the United Nations Educational, Scientific and Cultural Organization (UNESCO), actually recommended for allocation of 26percent to the sector which is very vital to national development (Education) and VTE being very capital intensive requires more funding. So the question of how much fund is available will depend on how rich is the country in focus, and how much is allocated to education sector in general. Which areas should fund be allocated? This may have to deal with a simple analysis of human and material resources that will be needed to run the various VTE programmes such as business education, technical education, agric and home economics education. Why will such funds be allocated? Funds should be made available to run VTE so as to achieve the aforementioned goals and in the long run achieve the national objectives of Nigeria and they include the building of:- 1. A free and democratic society. 2. A just and egalitarian society. 3. A united, strong and self reliant nation. 4. A great and dynamic economy. 5. A land of bright and full opportunities for all citizens. Physical planning of VTE Physical planning entails the organization of land and infrastructure use, while emphasizing the need for providing a balanced economic development and conserving resources. There is a relationship between the fiscal and physical planning of VTE, as there can be no human and material presence without a good financial budget. The physical planning of VTE relates to land and material aspects in the planning process, and organizing human and material resources for effective operations of vocation and technical education. This plan involves the following:- 1. A topographical survey on existing VTE schools. 2. Preparing architectural designs and drawings 3. Ensuring supervision of construction and rehabilitation work. 4. Provision of preventive maintenance facilities. 5. Designing laboratory for VTE workshop for practical learning. 6. Ensuring proper ventilation in classrooms and workshop. 7. Provision of appropriate office and class room furniture. 8. Ensuring availability of capable professionals in the various VTE programmes. Budgeting techniques in planning VTE Budgetary processes constitute the primary mechanism for planning and controlling educational activities. Budgets have been defined in various ways by managers and school administrators because organizations are always functioning by monitoring the flow of money in order to attain its set goals and objectives. Knezevich (1975) defined budgeting as a financial or quantitative statement that has been prepared and approved prior to a defined period of time. This statement includes policy to be pursued during the period for the attainment of objectives  However, it is pertinent to state that education budget is a financial blue print for the operation of the educational sector for the fiscal year. Types of budgeting 1. Line – Item Budgeting-: This is the traditional technique of budgeting which lists items on a purely object basis. It is also referred to as object of expenditure budget. This type of budgeting classifies expenditure on the basis of articles or items purchased. It refers to the grouping of expenditure into categories such as administrative staff salaries, academic staff salaries, supplies and materials, repairs and maintenance and so on. 2. Performance Budget-: It is an improvement on traditional budgeting because it emphasis the use of brief explanations to support each item of expenditure. In this type of budget, one does not budget for money but one budget for the objective to be achieved. Moreover, Calden and Wildaryshy (1974) remarked that performance budgeting allow transactions to be identified by general purpose in order to distinguish between expenditures which contribute tp development and those which do not. 3. Functional budgeting-: This technique of budgeting simply explains the budget according to the head which it is expected to meet. Ebhomien (1984) stated that the demerit of this type of budgeting includes the fact that objectives of such budgets are not always clearly stated because they are usually broadly defined. This form of budgeting does not give room for full accountability as it makes it difficult for someone to know how every little bit of the fund allocated is spent. Caffarella Model of Programmme Planning Cafferalla Program Planning Model Caffarella listed 12 steps to be considered in programme planning. The 12 steps are: †¢Discerning the context †¢Building a solid base of support †¢Identifying programme ideas. †¢Sorting and prioritizing programme ideas †¢Developing programme objectives †¢Designing instructional plans †¢Devising transfer-of-learning plans †¢Formulating evaluation plans †¢Making recommendations and communicating results †¢Selecting formats, schedules and staff needs †¢Preparing budgets and marketing plans †¢Coordinating facilities and on-site events Caffarella presents the model as a circle where all 12 steps point toward the center circle, called the Interactive Model of Programme Planning, indicating that the process is non-sequential. The program planner can begin the process at any one of the 12 steps, and does not need to work around the circle but rather each step is a reminder of important tasks to be completed during the process. How fiscal and physical planning has contributed to the growth of VTE 1. There is improved awareness and acceptance of vocational and technical education. 2. It has provided a basis for timely decision making. 3. There is more intervention in the area of infrastructure. For example, the new VTE workshop in our school. (UNIBEN) 4. It has promoted more effective and efficient utilization of available resources. 5. It has ensured continuity of vocational and technical education in our various institutions. Factors to consider before planning vocational and technical education Initial assessment of existing VTE system:- It will be necessary to first assess the existing VTE system capacity, including funding levels and budget utilization, strengths, weaknesses and deficiencies before embarking on a large-scale system reform or expansion strategy. There is therefore the need to conduct specific baseline studies that also explore the existing links with the other levels of education and national labor policies. Linkage with other sectors of the national economy:- There should be specification in clears terms between VTE and other sectors of the national economy in order to effectively link the VTE strategy to other national strategies and policies in the area of education and training, employment, and socio-economic development. Linkage with regional and international policies:- How does the national VTE strategy dovetail into existing regional and international education and training policy frameworks and protocols? National VTE strategies should take into account the education and training protocols of regional groupings like The Economic Community Of West African States (ECOWAS), Southern African Development Community (SADC), and The Common Market for Eastern and Southern Africa (COMESA) and also other acknowledged international agencies involved in education and skills training, such as the United Nations Educational, Scientific and Cultural Organization (UNESCO), American Dental Education Association (ADEA) and The International Labor Organization (ILO). Linkage with the world of work:- Since the ultimate objective of VTE is employability and employment promotion, it is necessary to link training to the needs of the labor market. VTE must be relevant and demand-driven, rather than supply-driven and a stand-alone activity. In order to do this, data is required on the actual employability of VTE graduates, available job opportunities, and the evolving skills demands on the labor front. Determining the demand for skills is best achieved through country specific Labor Market Information Systems (LMIS) and other survey instruments. Instructor training and professionalization of VTE staff:- The professional competence of vocational and technical education teachers is crucial to the successful implementation of any VTE strategy. What is the meaning of society? It’s a simple word but with a very complicated definition. Society is our own everyday reality. It’s features such as economics, culture, language and philosophy is what unites individuals and creates a society. In the book, â€Å"The Discovery of Society†, written by Randall Collins and Michael Makowsky we are able to capture the ideas and beliefs of a variety of social thinkers. All of these thinkers had a different perspective towards what a society needs to survive and maintain itself afloat.   Ã‚  Ã‚  Ã‚  Ã‚  One of these social thinkers was Karl Marx (1818-1883). He was a German political philosopher and revolutionist. Marx was very concern with the history of class struggle. He felt that the history of society was a history itself of the struggles that existed between the ruling and the oppressed social classes. In Marx’s time, slaves were considered the â€Å"have not’s† and were the ones doing all the work while the â€Å"have’s† were taking advantage of their effort. According to Marx, the economy was organized around industrial production and commercial exchange, which explains why he classified the bourgeois society into two main classes. These classes were; the capitalist who owned the factories, banks and the goods to trade and the proletarians who owned nothing but their own labor power. Marx felt that the division of classes was what was responsible for the conflict and suffering of all society. This is what encouraged Marx to believe that chaos was the only way in which classes would break up and no longer exist. Marx was able to get his point across in the modern socialist doctrine, better known as the Communist Manifesto. Even though, Marx was ordered to leave Paris because of all his revolutionary activities he did set a great influence on all communist literature. The situation of the banishment of Marx was very similar to what one of the characters in the book of, â€Å"Brave New World†, Bernard Marx, had to experience. This certain character is similar to Karl Marx because of the way in which he didn’t agree with the system that already existed. This caused the World Controller to decide that it was best to sent him away in order to prevent him from putting ideas in the minds of other individuals of the society. In the case of Karl Marx the character, World Controller, could be associated with the Belgian go... ...on. In the book, â€Å"Things Fall Apart†; we are able to see this situation when the British attempt and succeed in colonizing the society of the Ibo and other neighboring tribes. In this example, its really a contradiction which is set by the British because they wanted to force this society to be who they weren’t and the British didn’t take into consideration the organization already set up by the Ibo. I feel we still have a few more years to go before we could actually comprehend the meaning of society. As for the past philosophers, some of them did depict a close picture of what was expected in the present time. To be honest, the social thinker I could relate the most is Karl Marx for the reason that he was so strongly opposed to class division. Even though, it would be great if there weren’t any divisions in our society but it is impossible. I feel this way because in our society exists too much racism. Also no matter how hard we try not to classify people into groups its difficult. You either have money and you are on the top level or middle or you have no money and are homeless. In this society and every other one it’s all about the Benjamin’s in your pocket and bank account!

This Wilderness had been the scene of fierce fighting one year earlier that resulted in the retreat of the Union forces back across the river. Grant was hoping that he could push through the Wilderness before Lee was able to position his troops. Lee beat Grant to the Wilderness and the forces met amid the thick brush and tangles of the forest. Assessment Methods Essay What is assessment? Black and William (1998) declare that the term assessment is generally used to refer to all activities teachers use to help students learn and to gauge student progress. There are many different forms of assessment, however they can generally be divided into two main categories; formative and summative which can be formal or informal. Formative assessment focuses on the gap between where a learner is in their learning, and where they need to be. Marshall (2006) states that formative assessment gives you more flexibility, your assessments can focus on the individual needs of your learners. Formative assessment is usually carried out during the learning process and is a form of giving feedback to the learner, in order for them to understand how they are progressing and to identify areas that may require further attention and what they need to do to achieve the learning outcome. Summative Assessment on the other hand tends to be a formal measuring of the learning and focuses on the achievements of the learner at a particular time. This could be at the end of a term or at the end of a particular program of study. It is generally used to identify if the learner has achieved a level of competence and/or knowledge. Summative assessments can take the form of test, exams Practical, oral or written, the individual is usually given a score which can result in a pass or fail. Assessments can be Objective or Subjective. When assessments are objective, the questions asked have a single correct answer; these questions can take the form of multiple choice or true and false answers. When assessments are subjective, the questions asked may have more than one answer and can take the form of a written response such as an essay. There are also criterion-referenced and norm-referenced assessments. A criteria-referenced assessment measures what a learner can actually do (their competence) and it is measured against a set standard, an example of this is the current driving test. Whereas, norm-measured assessment compares learners one against each other, an example being the IQ test. As a teacher in my teaching practice I use a variety of assessment processes. I use criteria based formative assessment in the skills-based Basic First Aid course; learners are expected to be able to perform effective CPR and to be deemed competent they are measured against a set criteria defined by the Resuscitation council and Health Safety Executive regulations. I use observation to measure whether they meet these criteria. However the assessment required for the First Aid at Work course, which is more in depth, requires a summative assessment, which takes the form of objective questioning to ascertain if the learner has gained clearly defined knowledge base and a practical skill test to ascertain if the learner is able to perform effective first aid. This assessment is a defined pass or fail. All learners on our NVQ program are measured by performance criteria which define the context for assessment laid down by the accrediting bodies, and both formative and summative criteria-based assessments are used. This allows the assessor to give students feedback on their development and on areas that may require further attention and also to observe when they have reached occupational competency. All assessment processes must first start with an initial assessment. Black and William (1998) suggest that this initial assessment (for learning) focuses on the gap between where a learner is in their learning, and where they need to be. This assessment is a good starting point to discover what skills your learner has and to direct them to the next stage. I carry out an initial assessment on candidates undertaking NVQ training. This is used as a tool to develop an individual learning plan for them. During this assessment process we would ask the candidates to complete different forms and questionnaires in order to gather the information for their plan. This would include a numeracy and literacy test to judge their level of skills and to ascertain if they will need to be referred for extra help and a learning styles questionnaire so that we can tailor any training towards their preferred learning style. Initial assessment can also be used informally at the beginning of a course as a tool to establish learners existing knowledge and expectations. This information can be used to bias the teaching towards the needs of the learners and also focus the learning towards the learners’ expectations. Other types of assessment can be used to judge whether a learner has made progress such as self-assessment. This is where the student reflects upon their own progress and assesses their own development and achievements made during their learning journey; or it can be a peer-assessment, where the learners peers (who are on the same learning journey) assess the learners developments and achievements through observation of their practice during the journey; or third party, which is where another person not on the learning journey, assesses the learners progress by examining how they have put the knowledge/ skills they have learnt into practice, (these would be a supervisor or manager). Assessment can occur in a number of ways including observation, watching and evaluating the learners progress which works well for practical skills-based courses; written questions to gain an understanding of the learners knowledge in their own words, although this can discriminate against those whose written English skills are less developed; Multiple Choice questionnaires, again this is to assess their understanding of the taught material, and ensures equal opportunities for everyone as it is suitable for those who may be concerned about their writing / spelling or who may be nervous. The Education System In Palestine Developing education in Palestine is a unique experience, rich and full of challenges and obstacles. First, it is unique due to the fact that it is one of the few countries where the Ministry of Education was established from scratch. Rich because of the enthusiasm and inspiration of Palestinians to learn. It is a challenge because Palestine is not yet a state and is facing a daily conflict with the Israeli occupation (UNESCO, 2002). Since the beginning of the Aqsa Intifada in 2000 and until now, the suffering of the Palestinian education increased like other vital sectors in Palestine as a result of the ongoing and repeated Israeli aggression. In particular, the aggression affects the lives of Palestinian children, their lives, future and school. Hundreds of students were killed, arrested and injured by the occupation army, which demolished many schools and some were transformed to military barracks. Not only has the Israeli occupation authorities stopped to this limit, but they est ablished the Apartheid Wall, which increased the suffering of the educational family and prevented the access of teachers and students to school safely; thus, this forced them to travel long distances or wait for the Israelis to allow them to cross the gates that are set up on the wall (MOEHE, 2009). Background: As a result of the 1948 Mandate and the banishing of a lot of people from their houses, Palestinians sought for recompense in education in order to protect a satisfactory level of living (Fasheh, 1990; Hallij, 1980). As far as the Israeli Occupation inflated, Palestinians considered education as a mean to keep them away from the obliteration and the Israelis confiscation, and the possibility of being a weapon to contend with (Tahir, 1985; Hallij, 1980). Throughout the period between 1967 and 1994, the Israeli government was in charge for the education sector in the West Bank and Gaza. According to the West Bank report of the Educational Sector Analysis published in 2006, in September 2000, it was the first time when the Palestinian national curriculum was launched in the Palestinian schools and particularly in the first till the sixth grades for which this curriculum replaced the Jordanian and Egyptian curricula used since the Israeli occupation in the West Bank and Gaza in 1967. Moreover, this curriculum created an advantage for Palestine as being the first Arabic country that teaches the English language in the first grade, as well as initiated and taught Information Technology as an obligatory material from the fifth till the twelve grade. Additionally, schools had elective subjects such as home economics, health and environment from the seventh grade till the tenth grade, and economics and management in the eleventh and twelve grades (Passia, 2008, p. 356). The education system endured from striking damages through that period; schools and universities were closed for a long time and even some universities closures extended to about four years, where Israelis obliged a big number of teachers to leave their jobs. Moreover, it was prohibited to reveal anything about the Palestinian history, culture, geography and inheritance neither in class nor in the situation, for which the Jordanian textbook were in the West Bank and the Egyptian textbooks were in Gaza at that time (Nicolai, 2007, p. 1). According to the World Bank report (2006a, p. 44), a total of 266 schools and 7,350 classrooms were built between 1995 and 2005. The MOEHE was directly accountable for the building of 118 new schools and 2,675 educational classrooms in order to decrease the schools double shifts. According to the PCBS, 41% of classes had 30 students or less in 2004/2005 and only 18% of classes had more than 40 students (ibid: p. 51). According to the MOEHE (2007/2008), the survey results indicated that there are 1,182,246 male and female students studying in kindergartens and schools including 710,287 students in the West Bank and 471,959 students in Gaza Strip; 592,389 males and 589,857 females. Moreover, there are 766,730 students in government schools, 253,116 students in UNRWA schools, 78,111 students in private schools and 84,289 children in kindergarten. There has been an obvious increase in the number of schools since the years 1994 and 2007. The total number of schools increased from 1,469 (1,080 governmental schools, 254 UNRWA, and 135 private) to 2,337 schools (1,775 governmental schools, 286 UNRWA, and 276 private) in the West Bank and Gaza during 1994/1995 and 2006/2007. The number of sections also increased during the same period. In 2007, the class sections in the Palestinian schools reached 31,963 (34% student rate per each section), 22,833 in Governmental schools (33.3% students), 6,188 in UNRWA s chools (40.9% students), and 2,942 in private schools (24.6% students) (MOEHE, 2007, p. 1). Due to the harsh and hard situation that the Palestinian people have been facing until recent years, yet, the drop out rate decreased since 1993/1994 (2.25%) until 2005/2006 (0.9%) in Palestinian schools, and 3.33% in governmental schools compared to 0.1% in governmental schools in the same years sequentially (ibid: p. 2). In 2000, while the MOEHE was attempting to endure the corrosion of the education system, the Aqsa Intifada began. This Intifada caused to increase the corrosion in the education system that the MOEHE was facing. Based on the World Bank report (2006a, p. 37), Palestinians are the most educated people in the Middle East and North Africa (MENA) area with 91% adult literacy rate. According to the MOEHE, in year 2007/2008, only 1,867 out of 2,415 schools were operating with one shift and the remaining 548 schools were operating with two shifts, including 67 schools in the West Bank and 481 in Gaza Strip (Passia, 2008, p. 359). Education Structure in Palestine: The education cycle is divided into 12 phases, starting from the first grade to the twelfth grade; the pre-school education provides educational services for children from the age of four up to the age of five, which is not yet a mandatory phase in the Palestinian educational system (World Bank, 2006a, p. 6). The common education system is divided into two phases. Phase one, the basic education that is covering grades from one to ten and is divided into preparation phase from grade one to four, and empowerment phase from grade five to ten. The second phase is the secondary education, which is not obligatory, that covers grades from eleven to twelve. These grades are alienated to literature, scientific, and vocational education, which included industrial, agricultural, commercial, hotel and home economics. In the West Bank and Gaza, there are fifteen industrial schools, as there are only three of them governmental (ibid: p. 9). According to the World Bank Report (2006b, p. 53), in 2004/2005, the total number of students attending schools and pre-schools was about over a million, 60% in the West Bank, 70% in governmental schools, 24% in UNRWA schools, and 6% in the private sector. As for teachers employment, governmental schools employed 66% of teachers, UNRWA 18% and the private sector 18%. However, the private sector is not investing adequate education and mostly vocational training due to the high expenditures and the slow profits anticipated from these projects. On the other hand, the private sector invests in nurseries and kindergartens (Fronk, Huntington and Chadwick, 1999). Schools Enrolment in Palestine: West Bank and Gaza accomplished high enrollment rate compared to other developing countries in the MENA region. According to the MOEHE (2005), during the period of 2005/2006, there are 383,748 students in the preparation stage; including 195,618 male and 188,130 female that are registered in schools in Palestine. A total of 62% of students (238,500 students) registered in governmental schools, 29% (109,419 students) in UNRWA schools and 9% (35,829 students) in private schools. As for the empowerment stage, a total of 569,873 students are registered in schools; including 296,247 male and 283,626 female. A total of 70% students (Among them, 398,672 students) are in governmental schools, 25% (145,133 students) in UNRWA schools, and 5% (26,068 students) private schools. Quality of Education in Palestine: According to Kellaghan and Greaney (2001, pp. 22-23), quality is the term relates to the adequacy or appropriateness of objects or processes for the purposes for which they were intended. Furthermore, quality implies a scale, and often implies standards. An object can be of good or poor quality, or it can meet, or fail to meet, a standard. There are many features of the system that would influence the educations quality; such as the schools building condition, teachers status, administration staff, teacher training, and the curriculum, for which any weakness in any of these indicator will affect the other indicators. Nonetheless, the outcome is the most important part, but what really matters is not the high enrollment rate, but the fact that if the students are obtaining the suitable knowledge, understanding and skills and are not dropping out of schools. To measure the quality of education in Palestine is not easy because of the major effect of the political situation on the education sector. Curfews, closures and all Israelis policies forced on the Palestinians affected the education sector mainly during Al-Aqsa intifada; students need to cope with all emergency situations, as well as for the teachers and schools administrators. Those aspects demoralize the educational quality. According to the MOEHE, about 43 schools were occupied and turned into Israeli military bases since the outbreak of the Al-Aqsa intifada (Nicolai, 2007, p. 2). According to the World Bank report (2006a, p. 4), developing countries regularly reach to a serious point after the attainment of high schools enrolment; but had to shift their concerns to the educational quality that might have been affected by the fast extension. The report also reconfirmed that the MOEHE has to shift their focus more on monitoring, evaluation and investing in human resources such as training teachers instead of their focus on construction and the provision of textbooks. Current Educational Situation in Palestine: Based on UNICEF (2010) statistics, there are 1,141,828 students in 2,611 schools from the first till the twelfth grade; 1,955 governmental schools, 325 UNRWA schools and 308 private sectors. Compared to the details demonstrated before, there is a clear change in number of students. According to the MOEHE, in governmental schools, there are 70% attendance, 22% in UNRWA and 8% in private sectors. Since the last elections in 2006, Gaza has been under siege and the needed construction material has been prevented to enter Gaza, which caused a problem of the increasing number of students leading to increasing the double shifts in schools. Double shifts reached 82% in governmental schools, 90% in UNRWA schools which lead schools to cut off the educational hours in order to observe the large numbers of students. In addition, the Ministry added that there is a high need to build new schools in the next five years in order to absorb the increasing number of students. Thus, its recommendation w as to build at least 100 UNRWA schools and 105 governmental schools. Nonetheless, obstacles hindering the movements of students to their schools havent got easier; they still suffer from long distances and are obliged to walk as high as 25 km to reach their schools in addition to paying a lot of money on a monthly basis (UNICEF, 2010, pp. 1-2) Conclusion: The problem of the education sector in Palestine is not easy; the complexity of the political situation is affecting this sector, the stages that the Palestinians went through and changing the responsible authority on the education sector since the British mandates left its finger prints on the current deterioration in the education sector. The problem of the schools crowdedness is not only due to the population growth but also due to the accumulated problems during the period 1967-1994; this freezing period in the education sector development affected deeply the quality of education in Palestine. Since the start of the MOEHE in 1994, the PA has only been trying to rebuild the education system through the expansion policy and constructing additional schools and classrooms. Yet the Israeli occupation is still hampering the education development through the closure policies. Previously and currently, the MOEHE is still facing many problems; such as, the continuous growth rate of students and the limited number of educational classrooms in addition to the unsuitable geographic distributions of schools site due to the Israelis imposed checkpoints, settlers road that increased throughout the second Intifada, and the segregation between Palestinian areas; as a result, students face the problem of crossing long distance to arrive at their schools. Moreover, governmental schools faced a main problem of the small sizes educational classrooms in the West Bank.

Legalization of Medicinal Marijuana :: pot should be legal

During the Carter, Reagan, and Bush administrations, eight people in the United States were allowed to use marijuana for medicinal purposes under the Compassionate Investigative New Drug program. However, since the Clinton administration no new applications have been accepted. Therefore, other patients who need marijuana to alleviate the nausea and loss of appetite associated with the AIDS viruses and cancer chemotherapy, as well as to treat glaucoma, multiple sclerosis, epilepsy, chronic pain, and other ailments must continue to suffer without the use of marijuana. Is this fair? What could the reasoning behind this needless suffering possibly be? I thought that one of the purposes of government was to promote the well-being of its individuals. Is that not why our country spends billions of dollars towards advancements in medicine every year? So, why aren’t there any FDA approved studies testing the actual effectiveness of marijuana in progress? If it is proved that marijuana does indeed help ease the pain and suffering of these poor people, then why not allow it to be prescribed to help them. It is illegal to consume any prescription drug not prescribed to you. Which makes all prescription drugs illegal, how is this different from marijuana? Sure it may be addicting, but so can caffeine pills. Sure it may be harmful if someone misuses it, but so can Ritalin. I just do not understand how prescribing a drug to help someone could be harmful. The least the government could do is research the subject a little more. Instead, they seem to be doing the opposite. In 1994, The Assistant Secretary for Health postponed the final meeting that would have decided whether the U.S. Department of Health and Human Services would require government-grown marijuana to be used in the first medicinal marijuana research project in over a decade. The government seems to have no problems arresting sick people for using marijuana, telling them that there has not been enough research to verify its medical benefits. However, they are doing nothing to assist in the studies. A small non-profit organization called MAPS has been working for two years to raise money, develop study protocols, and obtaining the Food and Drug Administrations approval for the study of marijuana. Only one thing holds them back. They have no legal way of obtaining marijuana, and the government will not give it to them. If a medical missionary in the Rain Forest proclaimed that she had found a new miracle drug to help ease the pain of many sufferers, you can guarantee that a government approved study would be launched almost instantaneously.

A coiffure was a French style that you have probably seen, it is huge hair styles that are made primarily out of horse hair and take hours to complete. The hair got big and wild and out of control. She had a peacock feather in the tall hair and when the King exclaimed about how pretty he thought she looked, it became a new style. Plot summary of the old man and the sea Essay

The Old Man and The Sea is the story of an epic that makes a very great effort between an old, who has a lot of experience of a particular activity and he is the epitome of a modern human life, it was happened in a small fishing village near Havana,Cuba, The waters of the Gulf of Mexico, in the 1940,s in the twentieth century. The writers of modern age focused on man as well as psyche of man rather than society, so that Ernest Hemingway wants to write the old man and the sea ,which was the old(Santiago) suffered from alienation ,that alone all the time, it was one of the features of modern age. (Miller, 2002: 3). In 1930,s and during the second world war Ernest Hemingway was lived in Cuba, and because he was loved hunting and fishing and in the age of childhood he fished and hunted with his father, so that he began to write the old man and the sea in the last years of his life and published in the 1952 as a single issue of human life in modern age. Miller, 2005:5). Note; In that small village, the villagers must work, which work it is fishing to get money so as to sustain in life, so that each members in the village go to sea with his boat or skiff in the early morning for fishing, and Santiago, old Cuban fisherman was one of them, but alone. As (Ernest Hemingway said). He had a shack which was a small building made of woods, in it a bed, a table, one chair, a picture in colour of Sacred heart of Jesus and another of Virgin of Cobre of his wife on the shelf in the corner under his shirt. He had a small boat and gone eighty-four days without took a fish. The boy named Manolin, that the old man took him when he was five years old and the boy loved him too much and loyalty for him, when the boy saw him without taking a fish in the first forty days while he took three fish in the first week. It made the boy, unlucky to see the old man each day went and came, went and came with his skiff empty and without fish, then the boy came to help him such as coiled lines or the pole, harpoon, brought coffee, sometimes with some food from Martin or Perico, and newspapers that talked about baseball, then it would been the discussion between Santiago and Manolin, that Santiago had a huge dmired for the Great DiMaggio, he was great in baseball player, and whose father was fisherman. The boy left him because his parents forced him to do, and go to another boat. (Miller, 1988: 3-20). This time that started with the new day Santiago decided to go far out from others fisherman in the sea, he rowed steadily away from shore toward the deep waters of Gulf Stream. The first he heard the leaps of the flying fish then he saw flying fish pursued by dolphins a diving, circled seabird, he considered to be his friend, and he followed farther and farther out the seabird that was hunting for fish. One of the old man’s’ lines goes taut, and then the old man said out laud, would made a lovely piece of bait. Big fish pulled the boat every day farthest from shore until lost lights of his village. He can’t increase the tension on the line, because if it was too tauted it will be break and the fish will get away. It was a kind of struggle big fish (Marlin), and Santiago, that Marlin wants to get free and the old man wants to get his aim, goal, and desire that stands for life. Because he could not took big fish in to his boat and said a loud I wished I had the boy, but nothing, then he said to himself you have to work better, it was a kind of encourage himself, and he was optimistic all the time although he was alone, and can’t catch a fish, so as to helped himself he said toward Marlin I loved you and I respect you but I will killed you dead before sunset, after that a small tired bird named (Warble) came from north toward the old man’s boat, perched on the taut fishing line that linked the old man to the big fish, the old man told the bird to stayed and rested here to live and to sustain like other any man or birds, he said you were tired and loneliness as me. He didn’t mentioned the Hawks that waited for little bird, suddenly the Marlin surged, and the bird left him without any reaction, Santiago didn’t aware of the bird because his hand was bled, while marlin was quiet, the old man took the line with his back and ate the tuna that he caught day before, then turned to his imaginary mind to baseball, the great DiMaggio, and he wondered if DiMaggio would stayed with the marlin. The marlin woke and jumped out of water again and again and began to circle around the boat for hours and the line taken by Santiago’s hand that fought with the circling fish, after hat he pulled the fish on to it was side by the boat and plunged his harpoon in to it. (Miller; Asiaing. com, 10-37). Note; now he was happy, comfort and without any harm or pain because he got or completed his great aim, desire with the catching of big fish. Here the long strength struggle finished between The Old Man, and the Marlin with the fish lurched out of the water and dead, he pulled the boat toward the fish fastened the fish to the side of the boat. He thought how much money he could make from such a big fish, and he imagined that DiMaggio would be proud of him. The old man found himself wondered, luck, happy, and got his aim, goal, and he rowed toward his village with the great won in his life, but his happiness long less which an hour later amako shark arrived having smelled the marlin’s blood, the second fight and struggle began with sharks that wanted to eat the marlin’s flesh, he was able to killed a number of sharks with his knife and weapon, but he lost his knife and things in the process. He was failure after all and when he got back to the shore of his village there was nothing left but the head, the Skelton, and tail of the marlin. He beached his boat and went to his small building slept and dreamed the lions and turtles. The next morning, Manolin came to the old man’s shack with brought a coffee and despite the old man’s bad luck he decided to go fishing with him again. The entire fisherman had gathered around the Santiago’s boat and measured the Skelton at eighteen feet. Hemingway employed a number of images that link Santiago to Christ, the model of transcendence, who turned loss in to gain, defeat in to triumph, and even death in to new life, and as a representative character for everyone in the society. (Miller, 2002:26-31). Major Characters in the old man and the sea: *Just we had two major characters, 1-Santiago, (The Old Man). 2-Manolin, (The Boy). -Santiago; The old man of the novella’s title. He was a Cuban fisherman, suffered terribly throughout The Old man and The Sea, he had went eighty-four days without caught a fish, and became laughingstock of his village, but he was able to patient. (Miller, 2002: 5). -Manolin; was present only in the beginning and in the end of The Old Man and the Sea, but his presence was important, because Manolin’s love and loyalty for Santiago highlighted the Santiago’s valued as a person and as a fisherman. (Miller, 2005:6). Minor Characters in the old man and the sea: We had four minor characters in the old man and the sea. 1-Marlin, (Big fish). 2-Joe DiMaggio. 3-Martin. 4-Perico. *Marlin; It was a big fish, which was the greatest aim and goal of Santiago. The struggle more than three days between Santiago and Marlin, it was the trying by Santiago to catch Marlin, he had took marlin, but it was destroyed by sharks later. (Miller, 2002:5). *Joe DiMaggio; although he never appeared in the story. He was one of American most famous baseball players; Santiago worshiped him as a model of strengthen and young. (Miller, 1988: 55-56). Note; he always *Martin; Martin a cafe owner in Santiago’s village, didn’t appeared in the story. Manolin often went to martin for Santiago’s supper and others. (Miller, 1988:12). *Perico; perico was the owner of the bodega in the Santiago’s village. He didn’t appear in the novella the old man and the sea, but he served an important role in the fisherman’s life about the scored of the baseball’s newspaper.

The Role of Education in My life

Essay 1 – The role that education plays in my life Education has been a key point in my life and it has opened me the doors to many different experiences. Thanks to education I have had the opportunity to choose what I wanted to do in my life and decide where I wanted to live. Education has given me more freedom to make decisions. Plato said that education should be mandatory for everyone because is the only way to develop a just society (The Republic). The author defended that education is the process that enables man to become aware of the existence of another reality (Allegory of the Cave). I agree with Plato that there is another reality. In my opinion there are many realities as there are many perspectives of the world. However, I think that knowledge is not enough to understand the other realities and it is needed the experience to realize that there are more things behind our reality. In my opinion knowledge allows me to make my own decisions with freedom but I am able to understand the other realities through experience. Although philosophers insist that education is the process of learning different concepts and skills required to understand another reality, I will argue that experience has played a more important role in my education than the knowledge learned from others. In addition, I think that education’s role should be helping the people to choose freely rather than developing a just society. In my opinion, education and freedom are two very correlated aspects. I don’t understand education without freedom and vice versa. If I don’t have the freedom to study what I want I will not be able to make my own decisions in the future. My academic background started in Spain where I graduated from high school and I started studying Business Administration in college.
